While people died, Washington DC bit its knuckles over authority issues

According to this NY Times article (Bugmenot registration code), one of the major causes of the criminally slow federal response to the disaster was the burning questions of authority they were considering. Apparently no one thought while designing their homeland security plans that the local authorities might be up shit’s creek without a paddle when a disaster strikes.

And in the meantime, people were dying while politicians in DC were sweating bullets over not breaking toes.
